We have confirmation that the date of the City Council meeting when the Eddie Jones development will be decided is May 21st. Please put this on your calendar and plan to come. This is what we have been waiting for, and your presence is so important!!!! Let your neighbors know, put on something BLUE, show up, and make a difference. This is our last shot at making an impression on the city, showing them that we still think that the "compromise" that the Planning Commission came up with is not a good fit for the area, for Oceanside!

Just as we had in place at the Planning Commission meeting, we plan to have four designated people who will have an opportunity to speak for up to ten minutes (the rest of us will have either three or, more likely, two minutes to speak). KJ. took on the task of organizing those speakers and she was set to do it again at the City Council meeting, but she has a conflict on May 21 and will not be able to attend that meeting. ~Signs and banners~
We have had an issue with someone coming under the darkness of the night and stealing our signs! These are the signs that we have had, for months, posted in our yards. This has created a need to constantly make replacement signs and, sadly, those too have been stolen! Our non existent budget is spread thin due to these replacements!
Besides the signs mentioned above, there are four 3'x6' banners that are made and ready to be posted in various locations just prior to the meeting. We need your help ... we need eight posts (6' or 8' metal fence posts) to get these banners in place. We had posts that were used for the banners that we posted prior and, you guessed it .... those banners and posts were stolen as well!!!
If you have any of these posts and could donate them, we would really appreciate it. What we are looking for are a straight and flat piece of metal with an arrow looking piece near the bottom.
The generosity of people making copies for us and donating paint etc. has been a blessing. If you can help with this request, that too would be very helpful and appreciated.

~Appeal process
As soon as the Planning Commission voted "yes" on the Eddie Jones development the 10-day clock for us to provide our appeal began.
Our homeowner specialist did and amazing job of writing the appeal letter! She worked wonders by weaving her ideas and those from others even before the Planning Commission's decision. The finished product is indeed very impressive. We owe a huge thank you to CM and also to those who provided important data so that this letter is clear and to the point on every issue with documentation to support our many legitimate concerns.
The 17-page appeal letter is attached to this message so that you can read through it and have a good idea of what we are basing our appeal on. The other 112 pages are documentation supporting the points made and may be prohibitive in size. If you wish to read through the documentation, please go to our website and the letter with documentation will be there in its entirety.
Our terrific volunteers went throughout the designated 1500' area to their assigned homes, the Abbey and even a few businesses to collect our needed signatures. There were two days of rain, followed by a three-day weekend and still these dedicated people returned several times to try again to reach those who were not home on their first or even, fourth attempt! We needed to have a minimum of 25 signatures, and they were able to turn in 390!!! Thank you Blue Crew warriors!!! We hope that this impressive number sends a clear message of our opposition to the city!
Our appeal is now in the Planning Department's hands. They will review all points in our appeal, and they must set a date when this development will be on the City Council agenda. It is at that meeting that they will take the final vote on it.

~WRITE to the city
Please continue to write to the city: council@oceansideca.org This is the single email that goes to the mayor, the four district council members and their admin staff. It also goes to the City Clerk (important so it is part of the documented correspondence received by the city, the City Manager and the City Attorney.
NOTE: Do try to incorporate new ideas into your communications that you send to them. Perhaps after reading through the appeal letter, you will be inspired by something you find in there. It is those points that are legitimate reasons for an appeal opposing the vote made by the Planning Commission and they are what we are fighting for. If you cannot think of anything else that you have not already covered in previous letters to them, perhaps address the CUP (Conditional Use Permit) and ask them to stay within city code/limitations. The developer has asked permission to build something multiple times what city code allows and he has asked permission to have multiples of the number of trucks that our city has determined to be permissible. We want him to have to stay within the limits set by our city code and not be granted the numbers that he has asked for.

An official appeal of the planning commission action to approve the Eddie Jones Warehouse Project was submitted February 21, 2025, with the City Clerk Department at 1:30pm. In total, we gathered 390 signatures! Thank you to all the volunteers who worked so hard to collect signatures, make phone calls, and submit input on the appeal letter and exhibits.
We have an incredible community and while this experience has been exhausting and stressful for all of us, it has been a pleasure to work with so many truly impressive neighbors.
We will keep everyone posted on when we hear back on a formal date for the City Council to hear our appeal. We will need everyone to come out in force and fight!

February 18, 2025, is our final collecting date.

The turnout at the Oceanside Planning Commission meeting on February 10, 2025, was a resounding success, with a passionate community presence. Many residents spoke compellingly before the commissioners, voicing their concerns.
Despite this, the commissioners approved the Final Environmental Impact Report (FEIR) and a modified site plan, reducing the number of truck bays from 57 to 34. However, all other aspects of the developer RPG’s proposal remained unchanged. The community was deeply disappointed, as 34 heavy truck bays and 140 anticipated daily truck trips still pose significant concerns.
This decision will be appealed. Volunteers have until February 18, 2025, to gather signatures from residents living within 1,500 feet of the proposed facility. Starting today, February 11, volunteers will go door to door collecting signatures from anyone 18 or older in the household. Time is short, so please answer your door and make your voice heard!

Hello neighbors ...
I am certain that you are aware that we are soon to go to the Planning Commission meeting on Feb 10, 2025, where they will be voting to accept or deny the Eddie Jones Warehouse development.
If they vote "YES", to accept the proposed development, then we will be appealing their vote.
If they vote "NO ", to deny the proposed development, then the developer will be appealing the decision.
Note ... this is a change ... from our original plan:
Initially we were going to collect signatures ONLY if the vote was "YES". We are now going to collect your signatures no matter the vote; yes or no. Volunteers are ready to get your signatures anyway, so we are going to collect them no matter what the vote was.
Here is the reasoning ... If we are the ones to appeal then we MUST get your signatures for the city to formally process that appeal.
If the developer appeals he must do the required steps to formally appeal. BUT, we can still present the stack of signed petitions opposing the development, for the record, at the City Council meeting. The message will be that, even though we did not have to collect them, we did anyway as a show of our strong opposition.
Volunteers are ready to go to the homes that are within that 1500' radius to collect signatures on our formal appeal. You are getting this email because YOU live within that radius. They will still be coming so please pass the word to your neighbors who also live within that 1500' area in case they do not get this OSO email. Many do not, so we need your to help pass the word!
I am asking that you please be on the lookout for our volunteer who will be coming to your door between Feb 11 and Feb 18 for this purpose. In the case of us appealing we have a hard deadline to get all signatures collected and turned in. Out of respect for those who have volunteered to collect these signatures, we are going to retain that deadline even if the vote is to deny the project.
Though all adults living in your residence can sign this formal petition, please understand that our volunteers may or may not be able to return multiple times to get every signature. Our goal is certainly to get as many signatures as possible but since we may have that deadline, and much ground to cover in that small amount of time, that may not be possible. It would be great if at least one person from each home is available to sign. We hope that our efforts will produce so many signatures that the City Council is surprised by our collective commitment to oppose this warehouse!

OUR GOAL:
The existing zoning for this land only allows six (6) diesel truck docks per parcel (we do not know if the actual 3 parcels will be now zoned as one parcel or left at 3). As residents in the community of homes adjacent and upwind of this development, we request that the developer be limited to the existing zoning regulation.
WHAT CAN YOU DO:
The City of Oceanside’s Planning Commission will be meeting on February 10th to decide the future of this piece of land.
Before Feb 10 —> Email the list of City officials (see below), requesting that they do NOT allow a zoning exception to the developer. (**Please be sure to copy the City Clerk on any email you send.)

A Unified Path Forward for OSO and Our Community
Dear Neighbors and OSO Supporters,
First and foremost, we want to express our heartfelt gratitude to each and every one of you who has stood together in this fight to protect our community. What started as a small group of concerned homeowners has evolved into a powerful and respected voice within Oceanside.
Through diligence, perseverance, and unity, OSO has successfully influenced major changes to the Eddie Jones Warehouse project, reducing its size and impact. This is proof that when a community speaks out together, it can make a difference. However, as we stand at this critical juncture, we must acknowledge the challenges that come with success. With growth comes differing opinions, and while debate and discussion are natural, it is vital that we remain focused on our shared mission: preserving the quality of life in the Community and ensuring that any development aligns with the well-being of our residents.
A Call to Action
*Stay Engaged: Attend upcoming meetings, voice your concerns to our City Council members, and participate in decision-making.
• Volunteer: OSO needs dedicated individuals to help with outreach, research, and advocacy.
• Respect Each Other: While we may have different perspectives, we are all working toward the same goal. Let’s engage in discussions with understanding and respect.
• Hold Firm: RPG may continue to modify their proposal, but we must ensure that any changes genuinely benefit our community and do not introduce new hidden risks.

We finally have some good news on several topics:
~ Planning Commission - IMPORTANT DATE Feb 10 (tentative)
(NOTE: Since this is a tentative date. Please put this on your calendar now and also continue watch for updates as we near that date in the event of a change.)
On Friday the state released the final EIR. The city notified those of you who provided your email info to the Planning Department, that the city has also released it as of Monday. This means that the clock has started regarding the 30-day review period of the EIR.
As mentioned before, the Planning Department has tentatively set Feb 10th to present their recommendations to the Planning Commission.
It is at the conclusion of this meeting that they will vote to approve or deny this development.
Please come to this meeting ... We need everyone to be there! Please wear blue.
Come early, please sign in to get on the agenda and speak to the commissioners.

This is the first of two meetings that we have been waiting for. The second meeting will be that of the City Council in the weeks that follow (date to be determined). It is almost certain that there will be a formal appeal of the decision made by the Planning Commission. If this is the case, there will be a mandatory City Council meeting called for the purpose of allowing them to cast the final vote to accept or deny the project.

PROJECT LOCATION: A 31.79-acre site located at 250 Eddie Jones Way (APNs: 145-021-29, 30, & 32). The site is located directly north of the Oceanside Municipal Airport on the east side of Benet Road.
In response to public comments received on the DEIR, a Multi-Building and Truck Bay Reduction Alternative has been included in the FEIR (Section 8.4.4), which is a variation on the project and Multi-Building Alternative previously evaluated in the DEIR. Update on the Eddie Jones Warehouse, Manufacturing, and Distribution Facility Proposal
On January 6, 2025, a meeting took place between representatives of Oceanside Speaks Out (OSO) and Arlene, who is the representative of RPG. RPG is the owner and builder of the Eddie Jones Warehouse, Manufacturing, and Distribution Facility. The discussion focused on the "Fourth Iteration" of the proposed project, which has been updated to address concerns raised by the community. (You can find the details of this iteration further down on this page and/or at Outreach — Eddie Jones Warehouse)
Key updates to the project include:
Reduced building footprint and square footage.
Truck Traffic reduction: Loading bays have been cut from 118 to 57 (a 50% reduction), and the 60 truck tractor parking stalls have been completely eliminated (a 100% reduction).
Parking adjustments: The plan still includes 590 vehicle parking stalls.
Traffic management: RPG plans to request the city to post signs prohibiting Eddie Jones trucks from traveling north on Benet Road beyond the facility and through nearby neighborhoods.
Configuration of the Buildings
We discussed the alignment of the four proposed buildings, which replace the original concept of one massive structure. OSO members emphasized that orienting the buildings to run east/west, and parallel to the river rather than the proposed north/south direction, could help direct sound and vehicle pollution reducing the impact on our community.
Conditional Use Permit (CUP)
We also talked about the Conditional Use Permit (CUP) that RPG will need to secure from the city. OSO advocated for specific language in the CUP to ensure enforceable measures are in place. For instance, if Eddie Jones trucks violate the agreed traffic routes, the city should have the authority to impose punitive, corrective, and preventative actions. Clear and enforceable conditions are vital to protect our community's interests.
Community Enhancements
Arlene from RPG mentioned the possibility of contributing to the community as part of this project. After brainstorming, suggestions included:
Installing lighting for the skate park.
Creating a small picnic area adjacent to their property near the bicycle trail along the river's edge.
While these ideas are intriguing, they remain tentative at this stage.
Acknowledging Reality
We understand that many community members prefer leaving the area in its natural state. (Iteration #2) However, the reality is that development is moving forward. It is encouraging to see that OSO's efforts and voices have influenced RPG to modify their plans in response to community concerns. This is a testament to the hard work and dedication of our members and the Airport Community as a whole.
Next Steps
The modified Environmental Impact Report (EIR) has been completed and is now with the City Planning Department. (The 514-page document will also be available on this site within the next few days) The next phase involves a 30-day public review period (during which public objections or input may not be accepted), followed by the project being presented to the Planning Commission for consideration. If the decision is appealed, it then goes before the City Council for the final consideration.

If you saw a large group of people today at SR-76/Foussat Road, the rally today was a huge success. The group was hugely enthusiastic on this chilly and foggy day and as usual, traffic was heavy on SR-76, so many commuters saw and inquired too! We noted that several people in our community said they were unaware of this project and the negative impact it (in its current form) will have on our Airport community. Please, get out and touch base with neighbors and friends, and ensure they are well aware of what is happening in our community. Give them our website address (OceansideSpeaksOut2.org) and encourage them to check in once a week for any updates. There will be a call of ALL HANDS when this project goes before the Oceanside City Council, anticipated in the first quarter of 2025. We need to FLOOD City Hall with our community presence, so please, check in with neighbors and on this site (or Facebook or Nextdoor) and we will have the date/updates posted as soon as the information becomes available.
Television news station, KUSI, was out there with us on today's rally. As soon as I can locate a feed, it will be posted to our website. We have a remarkable community full of people who all work together to provide the best we can for our families, friends and neighbors. The Zoom meeting between registered participants and RPG was promptly conducted at 6:00 pm. I have included a couple of pictures below that were shown on the meeting screen. The RPG team (Developer) did discuss a "4th Project Option"; one that outlines four buildings instead of the one large one. In the "4th Project Option", truck bays are reduced to 57 (half of the original proposed 114) and buildings are situated (Pic below) so that truck bays will not face the San Luis Rey River, or the airport, but (truck bays) will be situated between the structures. (Please note, their slide indicating "491 SF" should have read 491k SF or 491,000 Square Feet")

The following (Below) is a rough transcript of the November 14, 2024, Zoom meeting as it was said by the developer and their representatives. It has been cleaned up (lots of "um's, ands and Uh's, etc.) and summarized, and the recording was approximately 20 minutes in length.
The presentation outlined a proposed project and alternative options, focusing on project size, zoning compliance, environmental considerations, and community feedback.
Project Scale and Zoning Compliance:
The main project proposal covers approximately 40% of the site, with a Floor Area Ratio (FAR) of 0.4.
A fourth, alternative option proposes a slightly smaller scale at 0.6 FAR. Both proposals maintain substantial landscaping and circulation areas, along with buffer zones near the river.
Site coverage in the proposal and the alternative option remains at 40%, below the maximum 75% allowed by zoning.
Building height is also conservative: while the zoning allows up to 80 feet, the proposed project has heights ranging from 36 to 45 feet. The fourth option offers a range from 24 to 45 feet, meeting airport height standards.
Community Concerns and Adjustments:
Dock orientations in the current plan have been adjusted to face away from residential areas, addressing neighbors’ concerns about noise and visual impact.
Security measures are in place to prevent unauthorized access and encampments, in collaboration with the city.
Environmental Impact and Cleanup Efforts:
The site requires soil remediation due to contamination from previous tenants. The cleanup, managed under state oversight, includes removing contaminated soil and potentially deed-restricting the site for industrial use only.
The cleanup is expected to begin in early 2025 and could take one to two months, followed by potential ongoing monitoring.
Permits and Compliance with Local Regulations:
The project requires a Conditional Use Permit (CUP) due to its scale and the number of truck bays (57), which exceeds the five-bay limit for industrial sites without a CUP.
CUPs are common for projects exceeding certain thresholds, ensuring alignment with city regulations and zoning codes.
Project Transparency and Community Involvement:
The developers are committed to transparency, holding meetings to inform residents and offering to meet with individuals or small groups to discuss project details.
A final Environmental Impact Report (EIR) is forthcoming and will include the fourth option, subject to review by city decision-makers.
Questions and Responses:
Questions from residents focused on parking arrangements, the number of truck bays, and the traffic impacts. Parking is planned around the site perimeter for employees and visitors.
Traffic impacts were analyzed as part of the EIR, and the current project falls within those guidelines.
Next Steps:
The city will review the final EIR and decide on whether to approve the proposed project or one of the alternatives.
The project team continues to engage with the community and provide updates on the planning process, including any forthcoming cleanup activities and site preparations.

These are the men, women, and children fighting for Clean Air, against Noise and Pollution, and fighting for a better tomorrow in North Oceanside. Please join this fight with us! We oppose this Eddie Jones Warehouse, Manufacturing, and Distribution facility for many reasons. Pollution (Air/Water/Noise/Light) and severe vehicular congestion and safety. We fight for our future and the safety of everyone who calls Airport Community home. We fight for our children's legacy and their right to grow and flourish in a safe environment, and to preserve our pursuit of happiness. Please stand with us. This community needs you and you are an integral part of it. Put people before profits. Make people the priority.
The Eddie Jones Warehouse/Manufacturing and Distribution Facility is slated to go into the area between the airport and our residential community. The project will consist of 114 semi-truck loading terminals, 60 semi- truck parking spots, and over 590 auto parking spots with this one project. Ocean Kamp project, which is currently underway, will add to the traffic and congestion near Alex/Foussat/Benet/76/5. Foussat and Benet are the only ingress and egress roads to the entire area north of San Luis Rey River for residents and emergency vehicles.
We oppose this project for numerous reasons which include the impact to overall traffic, lack of transparency and communications, increased pollution and the direct affect it will have on safety and emergency services.
This project will also adversely affect all who use SR-76, not just our community! Add significant big-rig traffic and it is a recipe for disaster!
