The City Council meetings occur at City Hall in the Council Chambers, located at 300 N. Coast Highway in Oceanside. The Council Chambers are located in the North Building, second floor.
Meetings begin at 5:00. If you wish to sign in to speak, you should do so prior to 5:00. If you sign in later than that you may not be able to speak. The agenda of each meeting determines when the cut off is, so there is no way to tell ahead of time. If you have never done this before, someone is there to assist you through the process. For our purpose, you are going to sign in under "items not on the agenda".
Depending on what is planned for a given meeting, there are usually recognitions and awards etc during the first hour. IF time allows, some of the off-agenda speakers could be heard before 6:00.
Promptly at 6:00, it is mandatory that the agenda items of the council meeting are addressed. Once the agenda reaches the "non-agenda items", those who have signed in to request to speak will be called on, in the order that people signed in.
Depending on how many people have requested to speak, the Mayor has the discretion to allow you a maximum of either two or three minutes.
You will step up to one of the two podiums, and when it is your turn, you should state your name and then begin to say anything else you wish to say. If you do not want to, or are uncomfortable saying anything more, PLEASE at least say that you are opposed to the Eddie Jones development. Speak clearly and into the microphone as what you say is being recorded and becomes part of the city record. Your voice matters and it does make a difference!
It is important that each of us speak at at least one City Council meeting. As stated above, your name and opposition becomes part of the city record.
Note: If you bring visuals you may place them on the table next to the podium and they will be projected onto a screen for all to see. Be sure to talk only when you are in front of the microphone. If you speak when turned away from the microphone, what you say is not heard.
